Appraisal Support Project Leader

Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.  

 

Plans, organizes and directs the work of a professional staff assigned to support the annual mass appraisal of real and/or personal property according to State of Kansas Department of Revenue Property Valuation Division compliance specifications and the Uniform Standards of Professional Appraisal Practice for ad valorem tax purposes.

 

Plan, organize, direct and manage the annual file build and data entry of all the property records requiring annual maintenance, new construction, sales verification, boundary changes, land use changes, and multi-parcel identification.

  • Oversee the processing, tracking, and quality control entry of final valuation documents, and spreadsheets received from appraisers for completion of final review.
  • Create, manage, and quality control Tax Roll Change Order forms to update the tax roll for all boundary changes received from the Clerk’s Office that affect changes to the Tax Roll.
  • Work with other departments in the Appraiser’s Office to identify, link, and establish multi-parcel economic units for valuation.
  • Manage, maintain, and verify the multi-parcel GIS layers for the office.
  • Work with other county offices to manage Right of Way properties and the status of these parcels.

 

Oversee the processes of assisting the Personal Property division and the document management and scheduling of the annual equalization property appeals.

  • Oversee the timely processing and distribution of mail and other formats of media to the appropriate area, application, or staff member.
  • Oversee the valuation of staffs’ assigned valuation of personal property records.
  • Oversee the timely scheduling of the equalization appeals to meet statutory timelines.

 

Direct and manage all requests for Appraiser’s Office systems information requiring data queries, reports or other formats of information related to KORA requests and other internal and external customer requests.

  • Coordinate with project leaders, appraiser application specialist, Division of Information Technology and all other county departments to appropriately handle all public information requests including KORA requests.

 

Develop, implement, and manage the update of the street level images used in various appraisal processes.

  • Supervise staff members providing the annual update to the images.
  • Capture curbside images of improved property to stay in date compliance with specifications.

 

Minimum Qualifications: Bachelor's degree in Real Estate, Finance, Accounting, Economics, Business Administration, Regional/Urban Planning, or a related field. Degree may be substituted for experience in the above fields, with one year of experience for one year of education. Five (5) years mass appraisal experience with two (2) years supervisory experience. At least one mass appraisal designation: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS) or Registered Mass Appraiser (RMA) required, or the ability to achieve one of the designations within one year of hire date. Must have a vehicle registered in the State of Kansas to use on a daily basis. Must provide proof of valid vehicle insurance with current coverage in the State of Kansas. Must have a current valid non-restricted Kansas driver’s license.

 

Preferred Qualifications: Bachelor’s Degree from an accredited college or university in Real Estate, Finance, Accounting, Economics, Business Administration, Regional/Urban Planning or a related field. Seven (7) years mass appraisal experience with four (4) years supervisory experience. At least one mass appraisal designation: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS) or Registered Mass Appraiser (RMA) required.
