Center City Program Manager - COMCARE

Pay:  This position has been approved for a pay increase from $63,392.00 to $84,464.72 annually, and the new rate of pay will be implemented in October. Individuals hired prior to the implementation will receive a retro payment based on their hire date. This position may also be eligible for a sign on bonus of $5,000 after 60 days of employment if selected applicant meets all policy conditions.  

Work Schedule: M - F, 8a - 5p with some evenings  


Responsible for the clinical and administrative oversight of program staff that provides goal-directed, medically necessary services and support to individuals with mental health disorders. Participates in program planning, development and evaluation.


Program Oversight

  • Ensures access standards for all services are met and clients receive timely services by monitoring referrals and assigning clients for intake assessments as needed.
  • Coordinates referrals to on-going treatment services to ensure clients determined eligible for services are promptly assigned and engaged in treatment.
  • Monitors program census to ensure adequate program resources are available to meet the identified community needs, including timely discharge of clients.
  • Ensures program clients have treatment plans for all services recommended to meet individual needs.
  • Monitors cooperative agreements, grants, and/or contracts with affiliate agencies and other entities to ensure compliance.
  • Monitors customer satisfaction with program and services. Includes internal and external customers.
  • Ensures technical competency of staff by providing consultation and training as needed.


Program Planning & Operations

  • Identifies appropriate program outcomes targeted at helping individuals with mental health problems to improve the quality of their lives.
  • Develops and adapts based on changing environments, a plan of work for the program to ensure successful achievement of client outcomes, implementation of agency strategic plan, program development, and continuous quality improvement.
  • Identifies gaps in services at the program and community level and develops proposals for meeting identified needs.
  • Monitors potential barriers to treatment for prospective clients and develops strategies for reducing barriers and ensuring access to needed services.
  • Develops responses to Requests for Proposals and grants as requested.


Personnel Management

  • Ensures that the program is adequately staffed at all times by completing vacancy notices, recruiting, screening, interviewing, and submitting potential hires to personnel manager for processing.
  • Responsible for the clinical and technical competence of program staff. Includes participation in orientation, training, and consultation with program personnel.
  • Monitors personnel management activities for staff on Performance Improvement Plans or other forms of disciplinary action and ensures adequate coaching and feedback is provided to staff giving them every opportunity for success on the job.
  • Meets with assigned staff for regularly scheduled, individual supervision and maintains documentation regarding the content of the supervisory conference. Meets with assigned staff to create professional development goals -and approve staff use of designated professional development funds.


Minimum Qualifications: Master’s Degree or higher. One to two years of supervisory experience. Must be licensed by the Behavioral Sciences Regulatory Board as an LMSW, LMFT, LMLP, LPC, or LP. Must have a valid Kansas Driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy. Meet the specifications as outlined in the CMHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE.


Preferred Qualifications: Minimum of 5 years of supervisory experience. Must be licensed by the Behavioral Sciences Regulatory Board as a LCP or LCPC, LCMFT, or LSCSW.
