Commercial Sales Validator

Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.  

 

The commercial sales validator is responsible for overseeing the verification and validation of improved commercial sales as well as providing and processing all information necessary for the State of Kansas Sales ratio compliance testing. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation, (PVD) directives and guidelines and must adhere to the Uniform Standards of Professional Appraisal Practices (USPAP).

 

Complete initial sales verification of all involved parcels for each improved commercial transaction within 60 days of sale date.

  • Account and review all parcels involved in each transaction
  • Establish contact with the buyer and/or seller involved in transactions to verify its validity in accordance with the required standards and guidelines
  • Compose and record all relevant validation notes for each improved property sale transaction in the appropriate applications Review and Quality Control (QC) all improved commercial sales documents for sales validation and regulative compliance
  • Maintain open communications with staff concerning sales verification processes and problematic issues

 

Oversee the reporting of sales verification information for State of Kansas compliance testing

  • Monitor and report midyear and annual PVD sales ratio studies
  • Organize validation appeals in a standard and professional format and submit to PVD in a timely manner meeting set deadlines
  • Maintain open communication with PVD about appealed properties and processes
  • Respond to all requests concerning ratio statistics and validation information

 

Manage all on-site sales inspections

  • Perform on-site inspections of all property characteristic data of improved sold properties
  • Review and quality control any property sales validation inspections done by other staff
  • Do all process necessary to update and record all improved property sales verifications

 

Minimum Qualifications: Coursework from an accredited college or university totaling 60 hours in the fields of; Real Estate, Business Administration, Economics, or a closely related field. Experience may be substituted for formal education in the above fields, with one year of experience for 30 hours of college coursework. 

  • 60 hours or more of qualifying appraisal coursework from an accredited appraisal organization in the areas of; Basic Appraisal Principles and Procedures, Fundamentals of Mass Appraisal and the three approaches to value (Sales Comparison, Income, Cost) and the completion of an additional 30 hours in the same areas within one year of employment.
  • 15 hours in Uniform Standards of Professional Appraisal Practices (USPAP)
  • Successful completion of the State of Kansas PVD Sales Verification Course within the first two years of employment
  • Obtain the State of Kansas Registered Mass Appraiser (RMA) designation within three (3) years of employment
  • One year of experience maintaining databases using Microsoft Excel and/or Access
  • Per Sedgwick County policy, this is a driving level position that requires a valid Kansas driver’s license without restrictions and current proof of automobile insurance.

 

Preferred Qualifications: A Bachelor’s degree from an accredited college or university in Business, Real Estate, or a related field. Three (3) years of appraisal experience including market research and sales verification. State of Kansas Registered Mass Appraiser (RMA) Designation and/or a professional appraisal designation bestowed by an accredited real estate appraisal organization.  Any specialized training or education in Appraisal or Real Estate will be taken into consideration.
