Plans, directs, and evaluates important phases or aspects of Clinical Services including personnel and office management, purchasing, accounting, or budget preparation. Responsibilities will include oversight of daily medical records, and check-in/check-out functions, applications and managing front office administrative operations of Clinical Services.  Reviews complex or difficult office procedures and the development of procedural improvements.  Provides direct supervision of positions to include the Medical Records staff and Fiscal Associates (FA) staff in Check-in and Check-out sections.


Provide Direct Supervision to FA staff

  • Supervise and participate in the administrative and clerical operations of a departmental office.
  • Supervise and evaluate staff work performance through observations, audits, and team meetings.
  • Handle staff issues in an appropriate manner.
  • Evaluate staff according to established goals.
  • Coordinate scheduling of staff with minimal interruption of services.
  • Conduct staff interviews and recommend hires.
  • Plan, schedule and assign work to staff, establish priorities, and instruct and train in correct methods.
  • Review and approve work and evaluate employee performance.
  • Assure staff are involved in Quality Improvement projects


Assure the delivery of HD Services

  • Monitor operations by random observations through audits. Communicate needs, concerns, and issues using proper chain of command. Serve as back up provider of direct services
  • Ensure all forms/supplies needed for Customer Service staff are available.
  • Investigate and document clinic incidents (ex. customer and/or staff complaints) as they occur.
  • Work with program managers to ensure efficient client processing.
  • Ensure program efficiency and effectiveness through quality improvement process
  • Monitor call center efficiency and work with program managers to resolve issues
  • Driving to the bank at least weekly to ensure efficient operations of the program.


Manage Local and/or Contract Budgets

  • Manage Preventive Health Customer Service budget within approved budgets and according to guidelines.
  • Submit annual spending plan by deadline.
  • Review and reconcile budget at least quarterly.
  • Assure regular program time studies.


Minimum Qualifications: Associate’s Degree from an accredited college or university in Public Administration, Business Administration, Political Science or a related field. May substitute education requirement with two years of supervisory experience in customer service operation, personnel management, budgeting, or procurement. Two years’ experience in progressively responsible and varied office management of staff work in a public or private organization including experience in personnel management, budgeting or procurement or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. Preferred Qualifications: Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Political Science or a related field.
