The Grant Analyst COVID-19 is a grant-funded position at the Sedgwick County Health Department (SCHD). This position assists SCHD Finance leadership with day-to-day management of COVID-19 pandemic-associated costs and awards from the Federal Emergency Management Agency (FEMA), American Rescue Plan Act (ARPA) and other funding sources. The Analyst assist with management and logistics of COVID-19 needs assessments and program development, implementation, monitoring, and closeout. The Analyst assists with development of COVID-19 program policy and procedures, document management, and coordination with external vendors. The position serves as a primary liaison with the Sedgwick County Finance Department.


Serve as primary contact for FEMA and ARPA funding

  • Perform tasks as assigned by Finance Manager, including meeting coordination, communications, and information compilation
  • Show initiative to coordinate and facilitate meetings with County staff, consultants, and stakeholders as needed and/or requested, including taking minutes and compiling documentation for each meeting
  • Support Finance Manager, with potentially complex information requests in a timely fashion
  • Coordinate with Finance Manager and consultants on grant portal management and oversight


Perform day-to-day administrative tasks to support Finance’s work to administer FEMA, ARPA and other funding sources

  • Act as primary conduit to internal and external beneficiaries/subrecipients of the County’s funding
  • Assist with management of grant portal and other technology components associated with program management and administration, including website
  • Assist internal and external teams with compiling pertinent materials from County departments to conduct needs assessments, eligibility reviews, and other necessary tasks
  • Develop documents and supporting materials with a primary focus on accuracy and attention to detail; load documents into appropriate applications, including vendor portals and County OnBase agenda and contract management systems; oversee approval process to ensure timely approval
  • Assist Finance Manager with submission of document management and reporting


Perform data analysis and reporting related to ARPA and other funding sources

  • Research and prepare relevant policies and procedures and communicate to stakeholders
  • Develop, maintain, and report relevant data pertaining to each stage of funding – needs assessment, program development, program implementation, program maintenance and monitoring, and closeout.
  • Develop accurate and effective reporting and communication methods of financial information to senior management or others as requested
  • Take initiative to perform other analysis as needed to interpret and explain data to senior Finance staff, Legal, County Manager’s Leadership Team, and elected officials


Minimum Qualifications: Bachelor’s degree from an accredited college or university in Public or Business Administration or a related field. Three years of experience in performing varied organizational and management evaluation activities. One year of work experience with Microsoft Excel and Word. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. Preferred Qualifications: Master’s degree from an accredited college or university in Public or Business Administration or a related field. One year of federal grant management experience. One year of work experience in data management or analysis. One year of grant writing experience. One year of experience working in a medical or public health setting.
