Housing Branch Manager COVID-19

This is a temporary position at the Sedgwick County Health Department that supports COVID-19 response. The Housing Branch Manager coordinates and collaborates with partners to place Sedgwick County residents who meet criteria into non-congregate housing when isolation or quarantine is needed. In addition, the position oversees the Care Resource Coordination Team and other teams that communicate with people affected by COVID-19 and connect them to resources for testing, basic needs, and social services. The position develops and coordinates associated Housing Branch processes for the Sedgwick County Health Department (SCHD) COVID-19 pandemic response. This position provides guidance using SCHD, Kansas Department of Health and Environment (KDHE), and Centers for Disease Control and Prevention (CDC) information and recommended processes. In addition, the position creates Branch protocols to provide assessment, care recommendations, and housing management for vulnerable populations. 


  1. Coordinate a team to place individuals into non-congregate housing when isolation or quarantine is needed and a team to follow up with individuals affected by COVID-19 and connect them to resources.
  • Organize, develop, and guide team activities and roles
  • Develop procedures and ensure the procedures are followed by staff and are known to external partners
  • Assign tasks to the team and ensure the tasks are completed timely and accurately
  1. Work with SCHD staff and community partners to serve vulnerable populations
  • Build and maintain relationships with SCHD staff, internal county departments, KDHE, healthcare facilities, local organizations and agencies, and vulnerable populations.
  • Coordinate with the jail, hospitals, homeless shelters, and other community agencies about individuals recommended to be placed into non-congregate housing.
  • Ensure appropriate guidance is written and disseminated in an appropriate manner to vulnerable populations.
  • Assist in communicating messages using risk communications strategies.
  • Provide verbal and written guidance to medical professionals and the public.
  • Ensure a list of referral resources is maintained.
  1. Manage SCHD COVID-19 Response Housing Branch
  • Create written protocols to provide assessment, care recommendations, care coordination, and housing management for vulnerable populations.
  • Assist in developing contracts and MOUs as needed.
  • Ensure Housing Branch data are collected, managed, and analyzed. Create accurate reports.
  • Purchase items according to County policy.

Minimum Qualifications:  Bachelor’s degree in Nursing OR master’s degree from an accredited college or university in social work, public health, psychology, health science, sociology, counseling, or similar community service oriented field. If no master’s degree, bachelor’s degree in a field listed above plus two years of related work experience leading community groups AND working with vulnerable populations substituting for two years of a master’s degree.  One year of work experience managing projects. One year of work experience with Microsoft Word, Excel and PowerPoint. One year of public speaking and presentation development experience. One year of work experience working with community groups.


Preferred Qualifications:  One year of work experience in a public health agency or medical-related agency such as a hospital or medical clinic. One year of work experience working with a vulnerable population such as people who are homeless, incarcerated or developmentally disabled.  Certified Health Education Specialist (CHES)
