Operations Manager COVID-19

Work Schedule: 8:00 AM - 5:00 PM, Monday - Friday with evenings and weekends possible 

 

The Operations Manager is a temporary position in the Sedgwick County Health Department to support COVID-19 response operations. The position plans, leads, and implements the operations of Health’s COVID-19 response that includes the following branches: Data, Epidemiology, Care Resource, Testing, and Vaccine. The Operations Section Chief manages Operations staff, carries out the directives of the Incident Commander and performs duties of the Branches for surge capacity as needed.

 

Oversee Health COVID-19 Operations Activities

  • Ensure protocols, procedures, and policies are in place for safety and efficient operation
  • Assist Branch Managers with writing policies and procedures and evaluating workflows and processes
  • Ensure Branch Managers and staff are informed of operational changes and updates
  • Implement and enforce appropriate safety precautions
  • Ensure sufficient staffing and staff training within the Operations Section
  • Ensure documentation of Operations Section activities
  • Coordinate, review and report all relevant data and reports to supervisor and Health leadership

 

Manage Operations Section

  • Participate in daily COVID-19 response meetings
  • Lead Tactics Meetings.
  • Serve as subject matter expert for Operations
  • Maintain situational awareness about local, state and national trends that can affect operations
  • Determine needs and request additional resources as needed from Logistics
  • Ensure communication to and coordination with Command and General Staff
  • Work with Planning Section to operationalize activities
  • Carry out the directives of the Incident Commander

 

Lead Operations Section Staff

  • Supervise and evaluate performance of Operations Branch Managers through observation, audits, and team meetings
  • Provide strategic guidance and tools to Operations Branch Managers to ensure smooth operations and staffing
  • Ensure staff meet performance expectations, including customer service and technical skills
  • Coordinate and lead Operations Sections meetings
  • When surge capacity is needed, coordinate and perform work of the following branches within the Health ICS: Data, Epidemiology, Care Resource, Testing and Vaccine.

 

Minimum Qualifications: Bachelor’s degree in public health, a health-related field, public safety, emergency management, business administration, or other related field or be equivalently qualified by work experience or a combination of work experience and education, with one year of experience substituting for one year of education. One year of work experience with Microsoft Word and Excel. One year of project management experience or training. One year of work experience evaluating staff performance or evaluating workflows and processes.

 

Preferred Qualifications: Master’s degree from an accredited college or university in public health, emergency management, public or business administration, or other related field. One year of work experience in Incident Command Structure (ICS) during an emergency incident. One year of work experience in a public health agency or medical-related agency such as a hospital, medical clinic, or emergency medical services (EMS). Federal Emergency Management Administration (FEMA) course completion of IS 100, 200, 700 and 800. ICS Operations Section Chief FEMA training.
