Preparedness Planning Specialist-COVID -19

This is a temporary position in the Sedgwick County Health Department (SCHD) for COVID-19 response. The Preparedness Planning Specialist performs Documentation Unit and Situation Unit duties and assists with other duties in the Planning Section of the SCHD’s COVID-19 response structure. The Specialist ensures documentation of the COVID-19 response through staff training and organization of documents produced during the response. The Specialist documents staff work hours, produces an Incident Action Plan for each operational period (daily or weekly), produces a daily situation report, and assists with planning for future COVID-19 situations, including vaccine administration. Completes assignments to ensure compliance with grant requirements.


Perform Documentation Unit and Situation Unit duties for the SCHD COVID-19 Response Incident Command System

  • Ensure timely completion of incident-specific forms by staff and response section
  • Train staff on how to complete appropriate forms
  • Document staff hours worked
  • Organize and maintain accurate, complete, and up-to-date documents related to the response,
  • including deliverables created
  • Document timeline of response events
  • Prepare daily situation report


Compile, reproduce, and distribute COVID-19 Response Incident Action Plan (IAP)

  • Work with incident leaders to ensure IAP forms are accurate and completed in a timely manner
  • Ensure IAP documents written by others are completed on time
  • Facilitate the creation of incident objectives
  • Maintain list of incident personnel and their positions and create IAP documents related to staffing
  • Create IAP organization chart for each operational period
  • Distribute IAP to Health staff and county leaders


Assist with planning for future COVID-19 situations in Sedgwick County, including vaccine administration

  • Assist with meeting coordination and preparation of meeting minutes, as needed
  • Research other jurisdictions and national guidance on public health vaccine planning
  • Assist with the preparation and distribution of plans and procedures to implement future COVID-19 activities


Minimum Qualifications: High school diploma, GED, or equivalent. One year of experience with Microsoft Word and Excel. One year of work experience in responsible secretarial work or any equivalent combination of training and experience which provide the required knowledge, skills, and abilities.

Preferred Qualifications: Associate’s degree or higher from an accredited college or university in business, public safety or health-related field. One year experience with data management, databases, and/or data analysis. One year work experience in public health. One year of project management experience. One year of work experience in a Planning Section within an incident response. One year of responsible secretarial experience. One or more Federal Emergency Management Agency (FEMA) Incident Command System course completion certificates (IS – 100, 200, 300, 400, 700 and 800).
