The Public Health Planner serves as a leader in the Sedgwick County Health Department (SCHD)’s emergency efforts to protect the public from health threats. The Public Health Planner establishes, maintains and implements procedures and plans for a public health emergency. To effectively implement plans, the Planner builds collaborative working relationships with SCHD staff, internal Sedgwick County departments, external agencies, and the public. Employee will assume a command level leadership position during public health emergencies.
Establish, maintain, implement, and evaluate Public Health Emergency Preparedness (PHEP)-related procedures and plans for SCHD mitigation, preparedness, response, and recovery
- Annually, review and update SCHD PHEP-related plans
- Maintain SCHD Continuity of Operations Plan
- Prepare and present preparedness training to SCHD staff, including at New Employee Orientation
- Assume leadership position within SCHD Incident Command System during emergencies and exercises.
- Ensure PHEP-related grant work plan deliverables are completed accurately and on time
Lead planning efforts for Sedgwick County medical countermeasure dispensing
- Create and maintain memoranda of understanding with Sedgwick County facilities that have agreed to serve as POD sites during a public health emergency
- Lead ongoing training of POD sites
- Coordinate and maintain all documents for an annual Medical Countermeasure Operational Readiness Review (ORR) performed
- With PHEP Supervisor, Cities Readiness Initiative (CRI) Regional Coordinator, and KDHE, create and implement plans for continuously improving county mass dispensing and testing capabilities
Lead public health exercise planning
- Conduct drills and exercises and evaluate plans and processes according to Homeland Security Exercise and Evaluation Program (HSEEP) and Kansas Department of Health and Environment guidelines.
- After exercises and real incidents, prepare accurate and timely After Action Reports for SCHD.
- Build and maintain relationships with SCHD staff, internal county departments, local and state governments, healthcare facilities, local organizations and agencies, and the public.
- Implement projects and strategies with SCHD staff to improve local mitigation, preparedness, response, and recovery.
Minimum Qualifications; Bachelor’s degree in public health, a health-related field, public safety, emergency management, business administration, communications, or other related field. Education may be substituted for experience, with one year of education for one year of experience. One year work experience with Microsoft Suite or equivalent. One year of project management experience. License, certifications, etc.: Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, 700, and 800 courses within 30 days of employment.
Preferred Qualifications: Master’s degree from accredited college or university in public health, health-related area, public or business administration, or other related field. One year of local or state government work experience in Strategic National Stockpile or other medical countermeasure planning. One year of work experience in public health emergency preparedness. One year of work experience in a public health agency or medical-related agency such as a hospital, medical clinic, or emergency medical services (EMS). License, certifications, etc.: Completion of a Strategic National Stockpile program through the Centers for Disease Control and Prevention (CDC). Completion of Homeland Security Exercise and Evaluation (HSEEP) course.
