Plans, directs and coordinates maintenance and construction of road, bridges and drainage throughout Sedgwick County.  Performs administrative work assisting the Director of Public Works in carrying out the overall mission of the division. Plans, directs and evaluates important phases or aspects of work performed by the Highway Department. Reviews complex or difficult field procedures and develops procedural improvements.   Directly supervises a moderate number of supervisory staff, indirectly supervises a large staff of skilled workers.

 

Oversees, coordinates and inspects the work of five maintenance yards supporting Public Works Projects

  • Plan, schedule, and assign work to staff; establish priorities
  • Coordinate the manpower and equipment necessary for projects
  • Analyze equipment needs and utilization and recommend purchase of appropriate equipment.
  • Develop equipment specifications for the purchase of equipment and vehicles.
  • Provide feedback to employees through employee performance evaluations
  • Estimate various project costs by calculating time, material, labor and other factors
  • Enforce use of PPE and local, state, and federal laws and regulations
  • Coordinate with the Senior Administrative Manager in the development and maintenance of the Public Works Safety Program, revising and updating outdated policies as necessary and providing quality training opportunities to keep employees well educated, trained, and safe during various tasks and projects.
  • Handle incident/accident reports and investigations, workers compensation issues, and damage claims related to subordinates in coordination with the Senior Administrative Manager and the Risk Management Department.
  • Identify operational or policy issues and makes recommendations.

 

Point of contact for citizens throughout the County

  • Receive and resolves questions and complaints from the public regarding road and bridge maintenance issues and in-house maintenance and construction projects
  • Keep citizens informed of changes in project scope or duration
  • Coordinate with public and private entities (cities, state) regarding County projects
  • Create and maintain good relationships with community stakeholders and partners, both internal and external to the organization, to ensure that we are cooperative and transparent.

 

Coordinates County snow and ice removal throughout the County

  • Function as an overall shift supervisor for snow and ice removal operations; determine when to begin and end snow removal operations.
  • Coordinate with yard shift supervisor to ensure that problem areas are addressed.
  • Ensure all equipment is in good working condition and that de-icing materials are in stock and available.
  • Inspect roads during shift to ensure safety standards are met
  • Communicate unresolved problems/concerns to Director of Public Works.
  • Assist in the development, annual updates, and implementation of the Public Works Snow Removal Policy.

 

Minimum Qualifications: High School diploma or equivalent. Five years of Public Works or road construction experience with 3 years of supervisory experience. Valid Kansas Driver’s License.  Comprehensive knowledge of Commercial Driver’s License requirements as well as Federal Motor Carrier Safety Administration and Kansas Department of Revenue requirements related to training, licensing and substance abuse testing.

 

Preferred Qualifications: Associate’s degree or higher in Engineering Technology, Business Administration, Construction Science, or a related field. Valid Kansas Commercial Driver’s License Class A with tanker endorsement.  Basic to moderate skills in Microsoft Outlook, Word and Excel.
