Performs professional work in budget preparation, analysis, and administration. Coordinates countywide performance management activities and multi-year financial planning. Analyzes fiscal, managerial, technical, and work flow processes, as well as related functions.

 

Budget Development

  • Advises and assists Divisions/Departments in budget request preparation.
  • Analyzes departmental budget proposals, including evaluation of stated personnel and equipment needs.
  • Reviews and analyzes decision package requests, revenue proposals, and alternative reduction proposals and provides recommendations.
  • Analyzes issues and prepares issue papers on any requested topics during budget development.
  • Provides information to Budget Team members on budget related topics and requests.
  • Review and analyze prioritization tools for clarity and precise information.
  • Serves as liaison to information technology staff for budget systems and software.
  • Attends all meetings and hearings to provide information and subject matter expertise on issues pertaining to Divisions/Departments assigned to the analyst.
  • Prepares County Manager and Board of County Commissioners hearing documents; Recommended Budget Book document; and Adopted Budget book documents for print.
  • Assists with preparation of the certified budget documents.
  • Assists with preparation of GFOA award documents.

 

Financial Forecasting.

  • Develops long-term financial forecast for the County and analyzes future needs of County Divisions/Departments and the citizens and analyzes the effects of state legislation on County finances.
  • Forecasts revenues based on major economic indicators, political trends, and historical patterns; forecasted expenditures based on staff requirements, the County’s long-term debt requirements, inflationary trends, and historical data.
  • Uses Environmental Scans to update financial forecast as appropriate.
  • Work with Divisions/Departments to identify any upcoming issues that might affect the forecast.
  • Reviews monthly and quarterly report for forecast accuracy.
  • Determines short-term and long-term impacts of budgetary decisions on the County’s financial position.

 

Assisting Divisions/Departments with budget management.

  • Assists Divisions/Departments with day-to-day management of yearly budgets.
  • Explains and interprets budget policy when necessary.
  • Instructs, trains, and mentors interns and other staff in budget practices and procedures and the automated financial system.
  • Processes work flow for budget adjustments for Divisions/Departments.
  • Prepares monthly and quarterly financial reports.
  • Analyzes operating practices and procedures, personnel requirements, technology plans, performance measures, and strategic plans for assigned departments and funds.
  • Evaluates impacts of unbudgeted expenditures.
  • Evaluates budget adjustment requests and quarterly allotment requests.
  • Analyses reclassification requests for budgetary impact and available budget authority.

 

Minimum Qualifications: Master’s degree in Public or Business Administration or a related field. One year of experience in performing varied organizational and management evaluation activities.
