This position oversees and manages a variety of programs for one of the largest departments in Sedgwick County including Facilities, Contracts, Accounts Payable, and Personnel Services. This is a high-level, fast-paced position that requires critical thinking skills and the ability to articulate well verbally and in written form. Additionally, this position works with sensitive information and must maintain confidentiality.

 

This position works closely with Sedgwick County’s Human Resources, Legal, Finance, Risk Management, and Facilities Divisions to ensure all needs are met for the Division of Health and Human Services (HHS). This position stands in for the Director of Administration as needed.

 

Direct supervision of three staff

  • Provide training, leadership, and coaching to staff, including documenting sessions
  • Evaluate staff through performance goals and competencies quarterly and annually
  • Assign, check, and approve work of staff
  • Conduct interviews for vacant positions supervised and make hiring recommendations
  • Approve staff time and leave requests via e-timesheet
  • Effectively control programs’ operational and functional activities, motivating staff to maximum performance
  • Good attendance required to provide support to staff and management

 

Program oversight of Human Resource (HR) administration for the HHS divisions

  • Provide HR and staffing reports to other areas of Health and Human Services
  • Complete required HR documents ensuring timeliness and accuracy
  • Oversee the employment and volunteer recruitment program for HHS
  • Provide direction as needed for all disciplinary action and/or termination form completion, including Performance Improvement Plan monitoring
  • Monitor initial probations
  • Act as a liaison regarding the FML and ADA processes for employees
  • Oversight of ergonomic concerns for HHS employees
  • Facilitate employee paperwork needed by Risk Management on injuries and/or vehicle accidents
  • Act as the point of contact for Sedgwick County Human Resources, Payroll, and Risk Management

 

Program oversight of HHS facilities, contracts and accounts payable

  • Act as the point of contact for Sedgwick County Legal and Purchasing
  • Manage the organizational needs for all facilities for HHS including but not limited to move projects, reorganization requests, motor pool, and safety/security needs
  • Manage and provide oversight of all COMCARE contract needs and ensure that contract databases remain up to date

 

Minimum Qualifications: Graduate from an accredited college or university with a Bachelor’s degree in accounting, human resources, business, or a related field. Three years of experience in organizational management and human resources; Three years of supervisory experience. Must have a valid Kansas Driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy.  Meet the specifications as outlined in the CMHC/CCBHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens.  Must complete orientations provided by Sedgwick County and COMCARE.

 

Preferred Qualifications: Master’s Degree in accounting, business, human resources, or a related field. Five years of experience in a related field.
