Commercial Appraisers are responsible for discovery, listing and valuation of commercial real property parcels in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation, (PVD) directives and guidelines and must adhere to the Uniform Standards of Professional Appraisal Practices (USPAP).
Data collection and Orion database maintenance of commercial real property characteristics.
- Performs review of property characteristics for maintenance cycle using imaging technologies. These characteristics include but are not limited to: Property address, land use, property factors, land types, objective and subjective commercial building information, interior use descriptions, sketching of improvements, photos of improvements, and the collection/verification of all associated commercial improvements.
- Perform on-site inspections to verify property characteristics for maintenance cycle.
- Perform on-site inspections to verify property characteristic changes on open building permits.
Conduct valuation appeal meetings
- Review all relevant information and thoroughly document valuation decisions
- Provide an explanation of the appraisal process and how the final value of their property was derived.
- Ensure that property owners and representatives are treated fair and equitably.
Annually assign appraised values for commercial real property.
- Develop a final opinion of market value for each parcel of property as assigned using required review documents and other tools provided.
- Document reconciled final value estimates by reviewing various approaches to value.
Minimum Qualifications: High school diploma or equivalent. One year of experience in real estate, appraisal experience, commercial construction, real estate development, real estate lending, real estate insurance adjusting, or customer service in an office environment. Successful completion of 60 hours or more in qualifying appraisal coursework from an accredited appraisal organization in the areas of; Basic Appraisal Principles and Procedures, Fundamentals of Mass Appraisal and 15 hours in Uniform Standards of Professional Appraisal Practices (USPAP) within two (2) years of hire date. Must have a properly registered and licensed vehicle to use on a daily basis. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance.
Preferred Qualifications: Post-Secondary education in; Business, Real Estate, Construction Trades or Real Property Appraisal. Two (2) years or more of real estate field appraisal experience. State of Kansas Registered Mass Appraiser (RMA) Designation and/or a professional appraisal designation bestowed by an accredited real estate appraisal organization. Any specialized training or education in Appraisal or Real Estate will be taken into consideration.
