The Commercial Field Manager coordinates and oversees the data collection, listing, and maintenance of all commercial property data within Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP). This position requires the employee to remain accessible while working in the field and as needed. The employee must be able to receive work-related communications and access the County’s network remotely through a reliable internet connection.

Annual appraisal database maintenance.

• Supervise, coach, and evaluate the performance of assigned personnel.
• Manage the annual property re-inspection project ensuring that production goals and deadlines are met.  
• Develop, implement, and maintain training curriculums, policies, guidelines, and schedules that provide the necessary training, skills, and periodic updates to staff for the successful and consistent completion of annual database maintenance projects.  
• Oversee the discovery, data collection, and valuing of all new commercial construction projects.
• Provide technical guidance, coaching, and training to staff regarding commercial data collection, listing procedures, and field review practices.
• Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

Annual property appeals.

• Develop staffing schedules, manage, and train staff for Informal Equalization and Payment Under Protest appeal meetings.   
• Conduct Board of Tax Appeal hearings, Small Claim appeals when needed.
• Perform and provide training for field inspections that result from an appeal.

Final reconciliation of values.

• Manage, train, and provide quality control for staff during the annual final review project.
• Identify valuation inconsistencies or data quality issues and coordinate corrective action prior to value finalization.

Minimum Qualifications: High school diploma or equivalent. Five years of mass appraisal experience. Up to two (2) years of experience may be substituted with formal education or previous job-related experience that provides applicable knowledge and skills. Have one of the following professional designations or the ability to attain one within three (3) years of employment:   State of Kansas Registered Mass Appraiser (RMA), IAAO Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), or Mass Appraisal Specialist (MAS). Or has successfully completed the following courses: International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law. Must successfully pass the following courses within three years of hire date: IAAO Course 300 – Fundamentals of Mass Appraisal, Orion Introduction and Overview of Basic Functionality & Orion Sales File Development. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

Preferred Qualifications: Seven years of mass appraisal experience. Associate’s degree (or 60 credit hours) from an accredited college or university in Real Estate, Construction Sciences, Business or related field. Have one of the following professional designations: Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA),, or Certified Assessment Evaluator (CAE).
