Commercial Land Analyst

Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.  


The Commercial Land Analyst is responsible for, collecting, analyzing and valuing all commercial land within the county as directed. This is accomplished through properly applied mass appraisal techniques in accordance with State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines. The Commercial Land Analyst’s duties ensure that all land characteristic and market data is accurate and current. Land values and data are established and recorded in compliance with established standards and must adhere to the Uniform Standards of Professional Appraisal Practices (USPAP).


Collect, review and analyze land characteristics to formulate accurate and consistent land valuation models

  • Develop and use sources for desk-top digital review of land characteristics and equitable values
  • Perform in the field physical inspections of land characteristics as needed
  • Review commercial parcel land values for equity and appropriate use of influences for consistency and accuracy
  • Assist in the development, tracking and updating of all commercial neighborhoods and market area boundaries as directed
  • Assist in reviewing all parcels involved in splits, re-plats and combinations
  • Assist with Urban Ag Review when needed


Validate and review all commercial land sales

  • Assist with the annual analysis of land market information used to create and update Computer Assisted Land Pricing (CALP) valuation models


Review, establish and explain property values

  • Establish and record accurate and unbiased appraised values with documentation during the Final Review process
  • Establish and maintain a professional, courteous and responsive relationship with co-workers as well as property owners and their representatives
  • Present yourself in a positive and professional manner at all times


Minimum Qualifications: High school diploma or equivalent, three years of experience in real estate appraisal field. Successful completion of the following appraisal courses: Uniform Standards of (USPAP) International Association of Assessing Officers (IAAO) Course 101- Fundamentals of Real Property Appraisal and Course 102 – Income Approach to Valuation within 12 months of hire date. IAAO Course 300- Fundamentals of Mass Appraisal and IAAO Course 201 Appraisal of Land within the first two years of hire date. Appraisal course work is provided by the hiring authority as feasible. Any other real estate related coursework will be considered. Mass appraisal designation coursework for the Registered Mass Appraiser (RMA) from The State of Kansas Department of Revenue Property Valuation Division (PVD) must be in progress within 12 months of hire date. Must have a vehicle registered in the State of Kansas to use on a daily basis. Must provide proof of valid vehicle insurance with current coverage in the State of Kansas. Must have a current, valid non-restricted Kansas driver’s license.


Preferred Qualifications: A Bachelor’s degree in Business, Public Agency Service, Public Administration, Real Estate or other related fields from an accredited college or university is preferred. A current valid appraisal designation from the State of Kansas (PVD), IAAO or Appraisal Institute (AI) are preferred. Any other appraisal designations will be considered on a case by case basis. Five years of experience in real estate appraisal. Have one of the following professional designations: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Registered Mass Appraiser (RMA) or Assessment Administration Specialist (AAS). Other professional destinations will be considered on a case by case basis.
