Perform administrative work pertaining to grant programs including identifying and researching funding opportunities, creating and updating financial and grant management policies. Plans, directs and evaluates important aspects of support services, including personnel and office management. Completes complex projects requiring data collection, analysis, coordinating policy and procedural changes, compliance auditing, identifying problems, researching solutions and presenting recommendations.
Grant Management and Administration
- Develop and administer all DOC grant applications.
- Lead grant application process, including identification and research of grant opportunities that are consistent with the county and department strategic plans.
- After grant awards are made, oversee compliance with requirements of various awarding agencies, including procurement, monitoring and reporting.
- Monitors compliance with funding terms and conditions to include timely submission of both financial and programmatic reports.
- Work with Division of Finance Revenue Manager to prepare grant fiscal reports.
- Evaluate financial resources assigned to grant funded programs and communicate resources needed to senior management.
- Routinely present reports to the Juvenile Corrections Advisory Board and the Community Corrections Advisory Board.
Management of Business Services
- Manage day-to-day business and administrative support services for the DOC.
- Plan, organize, and direct all business activities (financial and personnel).
- Serve as the primary gift card custodian. Responsible for full compliance with the county policy and standards for gift card use.
- Review program statistics/reports for accuracy and determine course corrections.
- Interview and hires staff; plans and assigns work; instructs in proper methods; evaluates staff performance.
Contract and Compliance Management
- Develops and monitors contracts in OnBase and works directly with the Purchasing Department to draft and coordinate RFPs for the DOC.
- Works closely with County Counselor’s Office to assist with contract development.
- Conduct physical plant inspections and recommend solutions.
- Conduct regular maintenance meetings with stakeholders to ensure regulatory compliance.
- Research and apply professional standards for policies and procedures; become or maintain subject matter expertise.
- Serve on the DOC policy review team.
Minimum Qualifications: Bachelor’s degree from an accredited college or university in, Criminal Justice, Corrections, Public Administration, Accounting, Finance, or other related field. Three years of experience in a related field. Advanced computer skills in use of Microsoft Office software. Per Sedgwick County Policy, this is a driving level positions that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Personal vehicle for use when county vehicle is not available (employee reimbursement is provided by County). Pass legal background check, Child and Adult Abuse & Neglect Central Registry checks, KCJIS Security Policy (fingerprint) check, and pre-employment screen for alcohol and drugs. Must also meet the required conditions contained in KSA 65-516 and KAR 28-4-356.
Preferred Qualifications: Master’s degree in related field. Five years of experience in a related field. Professional grant administration or writing experience.
