Deputy Chief Financial Officer

Position serves as second-in-command of the Finance Division and provides daily oversight and guidance of operations to Purchasing, Accounting and Budget departments, as well as support for risk management services, including insurance, claims, and safety. The position delivers financial reports and analysis to Commissioners and senior leadership. The position has responsibility for financial risk assessment activities. The position provides ad hoc financial analysis and performs complex special projects as requested.

Manage Finance Division

  • Provide day-to-day supervision of directors of Accounting, Budget, Purchasing and Safety Coordinator and act as the backup in a director’s absence; act as the primary hiring authority for these positions
  • Coordinate and provide oversight for risk management functions throughout the Payroll, Accounts Payable, and CFO Office areas
  • Oversee all budget preparation for Finance
  • Ensure staff members have the skills and resources to be effective through appropriate hiring, coaching, and training practices
  • Ensure direct reports are aware of expectations and hold them accountable. Perform evaluations of direct reports.
  • Promote effective teamwork and respect in the workplace within Finance
  • Act as liaison with external departments to resolve issues
  • Ensure continuous review and update of financial policy and procedure for Finance
  • Ensure adherence to statutory, regulatory, contractual and other deadlines as appropriate
  • Ensure communication within Finance
  • Act with high financial and ethical integrity

Provide timely and accurate financial reports to Commissioners, county managers, and citizens

  • Oversee development of quarterly financial report
  • Provide support to the Accounting Director in the development of the comprehensive annual financial report
  • Provide support to the Budget Director in the development of the annual budget and actively participate in the budget development process

Lead financial risk assessment activity for the organization

  • Oversee routine financial risk assessment completion
  • Actively partner with external and internal auditors to identify and respond to risks
  • Lead risk assessment teams as needed
  • Proactively alert County leadership to issues of risk or risk-related events
  • Develop, implement and test internal controls to mitigate fraud, waste and abuse
  • Ensure external departments are compliant with existing policy, procedures, and best practices
  • Oversee County insurance program

Minimum Qualifications: Master’s Degree from an accredited college or university. At least five years of related experience in governmental operations, including four years of experience in a managerial/supervisory capacity and managerial level experience with accounting, budgeting, or purchasing operations. Demonstrated experience in leading the identification and implementation of fiscal process improvements. Experience with executive level presentations and public speaking; or any equivalent combination of training and experience which provides the required knowledge, skills, abilities, and competencies. Valid driver’s license.

Preferred Qualifications: Master’s Degree from an accredited college or university in Finance, Accounting, Public/Business Administration, Economics or a related field. At least five years of related experience in local governmental fiscal operations, with demonstrated experience in leading the identification and implementation of fiscal process improvements. Extensive experience with executive level presentations and public speaking. CPA or CPFO designation desired.
