Deputy County Clerk-Real Estate & Project Manager

Pay:  $18.72 per hour | This position has been approved for a salary increase effective January 1, 2022. New rate will be $19.64 per hour. 

Work Schedule: 8-5, M-F 

 

Considered a member of senior management within the County Clerk’s department and performs advanced supervisory work. Oversees the day to day operations of the Real Estate Division of County Clerk’s office. Directly reports to Chief Deputy County Clerk. Involved in hiring, and promotional process through review of applicants, serving on interview panels as directed, and making recommendations to hiring authority. Initiates and administers progressive disciplinary action. Involved in separation process by providing documentation, notes, reports, and verbal input. Performs responsible staff work carrying out varied assignments to relieve a high level administrator of administrative detail. Performs a variety of administrative staff assignments which may not follow a prescribed routine. Supervises employees of department who are engaged in staff support services. Manages stand-alone projects as assigned, including related personnel and reports.

 

Manage, train, guide, develop and coach staff of Real Estate Records

  • Trains and coaches staff in the duties of Real Estate Records and office procedures and techniques; assists staff in operating computers and securing access to the County computer system; troubleshoots computer malfunctions.
  • Prepares and reviews employee evaluations.
  • Responds to non-routine policy questions and develops procedures, establishes priorities and solves escalated citizen complaints or issues.
  • Participates in staff interviews and makes hiring recommendations. Initiates and administers progressive disciplinary action for direct reports. Is involved in potential separation processes by providing documentation, notes, reports and verbal input. Makes observations on staff assigned to other supervisors.

 

Manage, train, guide, develop and coach staff of Transfer Records Data Entry Project

  • Trains and coaches staff in the duties of Real Estate Records and office procedures and techniques; assists staff in operating computers and securing access to the County computer system; troubleshoots computer malfunctions.
  • Manages employee work schedules and reviews time entry and approves timesheets
  • Responds to non-routine policy questions
  • Maintains Transfer Records Project database-reviews staff entries for accuracy, runs moderately complex MS Access database queries to extract information contained therein, and update incongruities as needed; troubleshoots database.

 

Supervises and participates in the production of departmental records

Minimum Qualification: Bachelor’s Degree from an accredited college or university in Public, or Business Administration, Political Science or a related field. Five years of experience providing quality service in an office setting, supervisory training or experience; advanced knowledge of office equipment and practices or any equivalent combination of training and experience. Proficient in use of Microsoft Office, excellent oral and written communication skills, valid Kansas driver’s license

 

Preferred Qualifications: Proficient in Kansas statutes for County Clerk and open records; reading and understanding legal descriptions of real property and mapping; knowledge of the principles, practices, policies, procedures, terminology and equipment in area of expertise; skills in the use of Aumentum tax software, Register of Deeds’ Records Management software (RODRMS), GIS map portal, Full Court, Orion, Canon map printer and microfilm machines.
