Division of Public Services Recruitment Specialist and Community Liaison - COMCARE

Oversees all personnel recruiting in the Department of Public Services (DPS) to fill open job vacancies in a timely manner. Performs full-cycle recruitment activities needed to maintain a skilled and knowledgeable workforce. Serves as the community liaison for the Department of Public Services with a focus to develop and sustain relationships with a variety of talent pools to create pipelines of quality talent.


Recruitment and Community Outreach

  • Performs recruitment activities on behalf of the Division of Public Services (DPS) to include the Department of Health, Department of Aging, CDDO, and COMCARE.
  • Develops relationships with area universities for recruitment purposes.
  • Brainstorms recruitment opportunities for the Division, working with appropriate agencies and/or vendors.
  • Implements creative solutions for sourcing qualified candidates.
  • Works with County Communications, or outside vendors, on recruitment materials, videos, other recruitment resources, and social media announcements.
  • Participates in outreach fairs to include those for careers, community services, and information-related services for Sedgwick County citizens.


Vacancy Notices and Job Postings

  • Draft’s vacancy notices for posting of positions.
  • Performs full-cycle activity on the posting of positions.
  • Assists with maintaining the staffing table for the DPS Health & Human Services departments.
  • Ensures that all positions are posted (and closed) accurately and timely on Sedgwick County’s Career Site.
  • Monitors position links for applicants.


Screening and Interview coordination

  • Ensures screening is in place for all applications and verifies candidate meet minimum qualifications.
  • Works with team leaders to conduct interviews for entry level and case management positions.
  • Provides candidates with a realistic preview of the job.
  • Performs searches in the applicant tracking database for reporting purposes.
  • Maintains a positive flow of communication between candidates, hiring managers, and Sedgwick County.
  • Sends an email summary of candidate qualifications to the management team for consideration.
  • Performs all reference checks with previous employers and designated candidate reference lists.
  • Contacts the candidates extending the offer of employment.
  • Works with the appropriate personnel to ensure salary requests are processed timely.
  • Collaborates with administrative staff processing personnel transactions and assisting with staffing activities, including all reference checks. Acts as the Team Leader, training and directing work. 
  • Assists with onboarding tasks before, during and after official hire to ensure timely and efficient communication and understanding with new employee.
  • Provides data to the Executive Director and/or the Director of Operations as requested.


Minimum Qualifications: High school diploma or equivalent. One year of personnel recruiting and/or employment experience with bachelor’s degree. Five years of personnel recruiting and/or employment experience without a bachelor’s degree. Must have a valid Kansas Driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy.  Meet the specifications as outlined in the CMHC/CCBHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens.  Must complete orientations provided by Sedgwick County and COMCARE. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. All offers of employment are contingent upon submission of vaccination documentation prior to start date. 


Preferred Qualifications: Prior recruiting experience preferred Case management and/or front line provider experience.
