The Finance Manager provides direct day-to-day financial and reporting operations for the Sedgwick County Department of Aging and Disabilities.  The Finance Manager manages compliance with policies and procedures, oversees planning and management for fiscal aspects of programs and services within the department, and ensures accurate accounting of County and grant funds.  The position works within the Department of Aging and Disabilities, and reports to the Grants Compliance Department in the Finance Division.  

 

 

Create and manage budgets for all Aging and Disabilities funds

  • Prepare the annual budget to include all local and grant revenues and expenditures for submission to the Sedgwick County Budget Office.  Work with Budget Analyst and Aging and Disabilities staff to submit supplemental budget information and prepare the department budget pages for submission.  
  • Prepare financial budgets for Federal and State, funding sources and submit required budget documents by the deadline.
  • Submit accurate and complete budget forms to the Grants Compliance Department for loading into the County’s financial system.  
  • Collaborate with Aging and Disabilities staff, to ensure expenditures are consistent with funding requirements for each fund source.  Provide monthly budget updates to Aging and Disabilities Management Team.

 

Perform financial management and grants administration

  • Prepare and submit accurate and complete financial reports to grant and contract funders by the deadline.  Grant reports are due in varying intervals, including monthly and quarterly.  Grants are on multiple different fiscal years, including the state and federal fiscal year.
  • Ensure all department transactions are completed for monthly close of business.  Work with staff and service providers to set schedule for monthly and year-end processing of financial documents.
  • Review all billings from providers and assure the services billed for are authorized by the project coordinator.  Review all copays to ensure accurate accounting of program income and expenditure of the program income.
  • Work with Program staff to develop and implement a subrecipient monitoring program for each grant or program.  Perform fiscal monitoring and auditing as deemed necessary for each subrecipient.
  • Assist County Finance in gathering and preparing documentation for the Annual Comprehensive Financial Report (ACFR) and the Single Audit

 

Oversee Aging and Disabilities financial staff

  • Review financial staff work to ensure timely completion of tasks and payments to providers.
  • Review financial transactions to assure accurate billings, payments and service documentation for providers.  
  • Review and approve monthly credit card reconciliations prepared by staff.  Submit approved credit card reconciliations to the Accounting Department.
  • Supervise all areas of finance, including budgeting, accounting, billing, procurement and grant management.

 

 

Minimum Qualifications: Two years of progressive experience in financial administration including experience working with multiple funding sources and reporting requirements. Bachelor’s degree from an accredited college or university in Public or Business Administration, Finance, Accounting, or a related field. Per Sedgwick County policy, this is a driving level position that requires a valid Kansas driver’s license without restrictions and current proof of automobile insurance.

 

Preferred Qualifications: A minimum of three years of supervisory experience.  Experience working with government budgeting and financial administration and Federal or State grants. Master’s degree from an accredited college or university in Public or Business Administration, Finance, Accounting, or a related field.
