Fiscal Analyst - CORRECTIONS

Work Schedule: Monday - Friday 8:00am - 5:00pm 

 

 

Performs administrative and financial work related to business functions within the Department of Corrections.  This role will also assist the Business Administrator with equipment inventory and replacement, financial reporting and monthly reconciliations of funded activities. 

 

Financial Management –

  • Assist senior managers with annual budget preparation.
  • Submit budget forms to the Division of Finance for the accurate establishment of budget authority.
  • Reconcile and code expenditures on a monthly basis.
  • Prepare fiscal reports to the County Revenue Manager for review and approval.
  • In consultation with senior managers, establish budget projections and recommend course corrections to ensure appropriate expenditure of funds.
  • Work with senior managers to ensure expenditures are consistent with various funding requirements.
  • Complete an annual per diem analysis for each DOC program.
  • In consultation with senior managers, complete a monthly analysis of revenue and expenditures, investigate irregularities and request the necessary adjustments.
  • Analyze financial information to identify trends and variances.
  • Maintain a centralized master list for funding awards received by DOC.

 

Grant Management –

  • Update process, procedures and grant requirements when new grants are added or changes are made to existing grants.
  • Develop and maintain a centralized grant listing and deadline calendar for all DOC grants.
  • Update the county website for grant awards on a quarterly basis; ensure the webpage is user friendly and contains accurate and timely information.
  • Route all department grants and contracts through the OnBase approval process.
  • Conduct regular meetings with senior managers to review performance of funded activities.
  • Provide administrative support to the Juvenile Corrections and Community Corrections advisory boards which may include arranging meetings, preparing and distributing agenda and materials, gathering information, writing and presenting reports and recordkeeping.
  • Assist funded partners and county staff with budget and/or contract questions to promote collaboration across systems and increase efficiency.

 

Contract Management –

  • Develop and monitor contracts in OnBase and work directly with the County’s Purchasing Department to draft and coordinate Requests for Proposals for DOC
  • Liaise with County Counselors Office to coordinate contract development and amendments.
  • Assist with contract monitoring requirements and ensure compliance with the Sedgwick County Contract Monitoring policy.
  • Review invoices, support documents, and programmatic reports submitted by subcontractors to ensure accuracy and contract compliance.*

 

Minimum Qualifications: Bachelor’s degree from an accredited college or university in, Criminal Justice, Corrections, Public Administration, Accounting, Finance, or other related field.  Three years of experience in a related field. Advanced computer skills in use of Microsoft Office software. Per Sedgwick County Policy, this is a driving level positions that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Personal vehicle for use when county vehicle is not available (employee reimbursement is provided by County).  Pass legal background check, Child and Adult Abuse & Neglect Central Registry checks, KCJIS Security Policy (fingerprint) check, and pre-employment screen for alcohol and drugs.  Must also meet the required conditions contained in KSA 65-516 and KAR 28-4-356.

 

Preferred Qualifications: Master’s degree in a related field. Two years of experience in grant and contract management.
