The General Clinic Program Manager supports the Sedgwick County Health Department by overseeing the daily operations of General Clinic programs, including Family Planning, Sexual Health, Refugee Health, and Cancer Prevention. This position is responsible for program and employee development, community interaction, and outreach. This position ensures that clinic staff provide efficient, patient-centered care to clients. This position is responsible for budget management; evaluates program effectiveness including fee schedule, time study, and community need assessment; and developing policies and procedures that promote efficient and effective clinical operations. Employee may deploy to the field as a responder or in a leadership position during public health emergencies (Activation Level 3).
Program Development
- Create and regularly update program policies, protocols, and procedures based on current standards
- Conduct audits to ensure policies and procedures are followed, and take corrective action as needed
- Evaluate possible gaps in services and collaborate with division director to develop or expand services
- Maintain general program oversight and guide program development and growth
- Identify and track performance metrics using input from regulatory agencies, policies, and best practice
- Communicate regularly with division directors, peers, and direct reports to identify and correct issues
- Assist with program budget development and monitoring, and look for ways to utilize unspent funding to benefit the program
Supervision and Employee Development
- Provide direct patient care services to clients one day per week to better understand the clinic workflow and propose necessary changes to promote efficiency and safety
- Ensure program staff are adequately trained and follow all standards set by the Health Department, County, and regulatory agencies to advance the HD’s mission and individual growth
- Facilitate the onboarding process, including ensuring access to available resources
- Provide regular supervision/coaching for direct reports and other program staff
Establishing Community Relationships
- Cross-train with partnering organizations as program requirements/services are updated
- Evaluate impact from outreach events, and plan future events accordingly
- Maintain communication with referral sources to promote program services
- Utilize the Community Health Assessment and Community Health Improvement Plan in program work with the community
Minimum Qualifications: Bachelor of Science in Nursing with Nurse Practitioner Certificate or Physician Assistant degree. Two years of experience in managing clinical medical programs. Possess and maintain a valid, unencumbered, and unrestricted Kansas State Board of Healing Arts (for PA) or Kansas State Board of Nursing (for NP) license. Certified by the National Commission on Certification of Physician Assistants (for PA) or National Certification Corporation or American Academy of Nurse Practitioners Certification Program (for NP). Current CPR certification. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, and 700 courses within 30 days of employment.
Preferred Qualifications: One year of experience with word processing, spreadsheet, outlook, data management, other computer programs and general office equipment use. One-year experience in practicing as nurse practitioner or physician assistant in primary care or women’s health field. Master’s Degree or higher in a Nurse Practitioner program.
