The Finance Manager for the Health Department ensures accurate accounting of County funds and provides oversight to Health Department revenue collection to support the Sedgwick County Health Department (SCHD) in their mission to prevent disease, promote wellness, and protect the public from health threats. The Finance Manager ensures compliance with department policies and procedures. Oversees planning and management of programs and services within the Health Department, which include Financial Management, Contract Management and Grant reporting.  This position works with the County Finance team to ensure staff and programs are performing as required.

 

Perform financial management and grants administration for all Health Department funds   

 

  • Ensure compliance with accounting principles and procedures as set forth by the Government Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP)
  • Ensure compliance with cost principles as set forth by 2 CFR 200-Uniform administrative requirements, cost principles, and audit requirements for federal awards
  • Review grants monthly for analysis of revenues and expenditures, investigation of irregularities, and needed adjustments
  • Make necessary closing entries for monthly, quarterly and yearly financial reporting
  • Analyze financial information to identify trends, variances or unusual balances
  • Ensure all grants reports are submitted on time and accurately using a system of checks and balances for each task
  • Act as primary contact for all Health grant-related audits

 

Oversee Health Department Financial staff

 

  • Ensure staff have the skills to accomplish assigned tasks. Provide training and opportunities for growth to improve skills
  • Review all reports prepared by staff for accuracy and completeness before they are submitted, ensuring compliance with grantor requirements
  • Review organizational tasks to ensure efficient and effective finance practices and performance
  • Supervise all areas of finance, including budgeting, accounting, billing, procurement, and grant management

 

Review and manage contracts, including grant contracts

 

  • Review grant contracts for compliance requirements and create a compliance checklist for each grant. Monitor each checklist monthly to ensure compliance it being met
  • Ensure compliance with 2 CFR 200-Uniform administrative requirements, cost principles, and audit requirements for federal awards
  • Oversee process to determine sub-recipients and contractors
  • Ensure proper sub-recipient determination and monitoring is completed, including the development and implementation of a contract, risk assessment, and monitoring plan
  • Ensure procurements for contractors are completed in accordance with 2 CFR 200, and any other grant or County requirements

 

Minimum Qualifications: Bachelor’s degree in Finance, Business or Public Administration, or related field. Two years’ experience in financial reporting or a related field. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, 700, and 800 courses within 30 days of employment.

 

Preferred Qualifications: Three years’ experience preparing and analyzing financial or grant reports, experience, and three years management/supervisory experience. Two years of experience in accounting. Master’s degree in Public Administration, MBA, or related field.
