The Maternal/Child Health (MCH) Program Manager is responsible for the development, coordination, implementation, and evaluation of maternal and child health programs and related activities for Sedgwick County. This position works to meet the mission of the Sedgwick Co Health Dept by promoting the wellness of Sedg. Co. residents through the development of procedures related to providing services to high risk families, the provision of technical assistance to management and staff, and the management of MCH grants.  This position will provide coordination, technical assistance and guidance for MCH programs, lead the expansion of available referral networks for program participants, as well as direct supervision of staff directly involved in MCH work, including the Fetal and Infant Mortality Review Team.


Provide coordination, technical assistance, and guidance for MCH programs, lead expansion of available referral network, and provide supervision to key MCH positions at Health Department

  • Responsible for adherence to all Fetal Infant Mortality Review (FIMR) program, IRB and other related guidelines
  • Coordinate, lead and provide guidance to CRT and CAT team
  • Serves as a liaison to community leaders, physicians, hospitals, related family service providers and agencies, civic groups, advocates, and others
  • Responsible for recruitment of new organizations participating in the IRIS referral network program
  • Serve as project manager for organizational and community-based projects as they occur.
  • Responsible for providing supervision and leadership to FIMR Chart Abstractor, Outreach Specialist, Fiscal Associate and student interns.


Provides monthly supervision through one on one meeting’s with direct reports.Identify and implement population health strategies (e.g. inter-conception care, smoking cessation, safe sleep for infants, breast feeding advantages, substance use avoidance, etc.) to reduce infant mortality and promote positive birth outcomes

  • Provide consultation to staff on MCH care coordination issues
  • Assess staff educational needs and provide related staff development and orientation
  • Assess community needs related to maternal and child health
  • Assist management in program evaluation through data analysis, reports, and recommendations
  • Provide technical assistance in grant writing
  • Prepare statistical and narrative grant reports.
  • Provide presentations to local, state, and federal partners on infant mortality
  • Assist in the implementation and development of evidenced based or promising practice programming around infant mortality.


Develop and maintain strategic working relationships with key community partners related to maternal and child health priorities.

  • Participate in Maternal Infant Health Coalition and other relevant local community meetings
  • Engage in collective impact and community engagement activities
  • Participate in statewide FIMR meetings
  • Participate and attend conferences and trainings relevant to MCH work
  • Work with relevant schools and university programs to recruit student interns


Minimum Qualifications: Master’s degree in public health or related field. Two years’ experience in community work and research with maternal and child health or related field. Per Sedgwick County Policy, this is a driving level position that requires a valid Kansas driver’s license without restrictions and current proof of automobile insurance. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. Preferred Qualifications: Doctorate in Public Health or related field. Three years’ experience with data analysis (quantitative and qualitative). One year program evaluation experience. Three years’ experience working in maternal and child health.
