The Public Health Emergency Preparedness (PHEP) Manager leads the Sedgwick County Health Department (SCHD) to effectively plan and respond to a community emergency thereby protecting the public from health threats. The position builds partnerships, working with SCHD staff, internal Sedgwick County departments, local and state governments, healthcare facilities, and local businesses, organizations and agencies. The position plans, directs, and coordinates the activities of the PHEP grant program and establishes and implements procedures and plans for local mitigation, preparedness, response, and recovery. Employee will assume a command level leadership position during public health emergencies.
Oversee SCHD Public Health Emergency Preparedness (PHEP) Program.
- Guide the direction of the SCHD PHEP Program, creating multi-year strategic direction and spending plans based on Kansas Department of Health and Environment (KDHE) and Centers for Disease Control and Prevention (CDC) initiatives and work plans.
- Ensure SCHD procedures and plans for mitigation, preparedness, response, and recovery are established, maintained, implemented, and validated. Plans include SCHD Emergency Operations Plan, Mass Dispensing Plan, Continuity of Operations Plan, and Health Emergency Infectious Disease Plan.
- Manage PHEP program development, agreements, contracts, grants and budgeting and provide guidance on program expenditures. Research grant opportunities.
Provide Supervision and Employee Development
- Supervise and evaluate performance of PHEP Program staff and provide regular supervision/coaching
- Review interview and hiring materials and coordinate the full life cycle recruitment process for Program staff
Establish and Develop Community Relationships
- Work with Sedgwick County Emergency Management to maintain emergency notification list and volunteer programs and participate in trainings and exercises.
- Plan and implement studies and strategies with different population groups in Sedgwick County to prepare for and respond to an emergency.
- Create and implement communications plans, using risk communications strategies, for messaging to the public during an incident.
Minimum Qualifications: Four years of experience in public health, emergency management, business administration, or a biological, medical, or health science related public service field. Two years of experience in a leadership role, including project management involving internal and external stakeholders, data management/analysis, and professional supervisory experience. Up to four years of experience, excluding the leadership experience, may be substituted with education that provides applicable knowledge and skills. Federal Emergency Management Administration course completion of IS 100, 120, 200, 700, and 800. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. One year of experience with Microsoft Suite or similar systems. Completion of ICS 300 and 400 and Homeland Security Exercise and Evaluation Program (HSEEP) courses within one year of hire.
Preferred Qualifications: Two years of experience working in a public health emergency preparedness (PHEP) program. One year of managing a PHEP program in a public health department, including supervising staff and completing grant deliverables. Master’s degree in public health, emergency management, public safety, public or business administration, or other related field. Completion of FEMA ICS 300 and 400 and HSEEP courses.
