Ensures the systems, facilities, and personnel required to successfully operate the County's Emergency Operations Center (EOC) are in a continual ready state. Oversees the technology systems and performs routine equipment checks in the EOC.  This includes the development and maintenance of EOC facilities and systems to coordinate requests for assistance and a system to ensure EOC members are identified, trained, and have the resources required to perform effectively in disaster response.  Duties include managing the mass notification system and email distribution lists. This role participates in public education and outreach activities. The role requires strong leadership skills, crisis management expertise, and the ability to work effectively in high-pressure situations. This position may require after-hours and weekend shifts to meet the needs of community preparedness, response, and recovery efforts.

 

Emergency Operations Center Readiness

  • Continually maintain and strengthen the operational readiness of the Emergency Operations Center (EOC) capability to ensure the County can swiftly and effectively meet the needs of the community in a disaster using current technological systems to meet the needs of stakeholders.
  • Serve as the technology coordinator for the effectiveness of emergency management operational technologies and systems including the coordination of and support for WebEOC, CRMCS, and other software systems

 

Training and Exercise Management

  • Serve as county’s Exercise Program manager; develop and implement multi-year calendar of exercise and training classes in compliance with local, state, and federal guidelines and grant requirements.
  • Coordinate and participate in training and exercise opportunities with partner agencies to enable and sustain their respective skills within the functions of the Incident Command Structure and EOC as defined in the Local Emergency Operations Plan.

 

Crisis Communication

  • Facilitate information sharing during emergency operations ensuring key essential details are documented and shared among key stakeholders
  • Manage hazard warning and notification systems including but not limited to the Integrated Public Alert Warning System (IPAWS) to notify partner organizations, and the outdoor warning system.
  • Manage CivicReady mass notification system through training local jurisdictions and promoting public sign up

 

Minimum Qualifications:  Two years of experience in Emergency Management, incident command, or managing emergency response teams. Two additional years of experience in Emergency Management, Homeland Security, Public or Business Administration, or a related field. Up to two years of experience may be substituted with education that provides applicable knowledge and skills. ICS 100, 200, 700 & 800 within 30 days of hire. Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must have or obtain Kansas Emergency Management Association Certified Emergency Manager (KCEM) and/or Certified Emergency Manager designation through the International Association of Emergency Managers within two years of hire.

 

Preferred Qualifications: Two+ years of experience working in emergency operations center or incident command. Bachelor’s degree in emergency management, homeland security, public administration or related field.  KCEM and/or CEM certifications.
