This position is responsible for completing technical and analytical functions for the budget, valuation, mill levy, and revenue neutral rate process in the County Clerk’s Office. This position also presents on these topics internally and externally. This includes significant communication with other county departments and officials, as well as external cities, school districts, and tax districts to ensure documentation is accurate and in accordance with all policies and laws. In addition, this position oversees a team of Tax Analysts to help complete these functions.

 

Tax Supervision

  • Act as the point of contact for escalated issues and discrepancies for the Budget, Revenue Neutral Rate (RNR), and Mill Levy preparation and calculations
  • Complete Budget, RNR, and Mill Levy preparation and calculations
  • Oversee testing for the tax software for issues, patches, and conversions; answer questions and manage Clerk’s side troubleshooting for the system as needed
  • Train and maintain knowledge on other Tax positions in the County Clerk’s office to ensure coverage during absences and high workload; manage issues where the separate tax processes merge

 

Presentations

  • Assist in the creation and presentation delivery for the Board of County Commissioners to provide supplemental information as requested
  • Present at Tax Steering meetings
  • Prepare and present at periodic workshops for Township Officials as needed

 

External contact and Engagement

  • Act as a point of contact for external governing bodies and other agencies for tax questions and updates
  • Work with the tax software vendor to communicate issues with the system, including reporting results of patches, testing, and continued issues

 

Minimum Qualifications: Three years of experience in tax administration, public sector finance, or a related field –OR—Two years of direct experience as a County Clerk Tax Analyst (20000073, 20000081). Two years of experience in data analysis or data management. Up to four years of experience, excluding the two years of applicable direct experience in public sector finance, may be substituted with education that provides applicable knowledge and skills.

 

Preferred Qualifications: Two years of experience in Aumentum Tax, Clerk RMS, GIS map portal, Orion, or Canon map printer. Experience in reading and understanding legal descriptions of real property and mapping. Two years of professional supervisory experience.
