The Tax Distribution Specialist’s primary responsibility is for statutory tax distributions and related compliance activities. This position ensures the accurate, timely, secure, and properly documented receipt, allocation, reconciliation, and disbursement of public funds to Sedgwick County departments, taxing authorities, state agencies, and other authorized entities. The Tax Distribution Specialist independently coordinates recurring distribution cycles; analyzes and resolves complex accounting issues; maintains tax-year data, levy and mapping information; prepares statutory and management reports; provides technical guidance to staff; and works with internal and external stakeholders to ensure compliance with County policy, accounting standards, internal controls, and applicable Kansas statutes.

 

Tax Distribution Administration

  • Performs required tax distributions on established statutory and County timelines, including recurring distributions scheduled in January, March, June, September, October, and December.
  • Reviews tax-system exports, collection records, journal entries, payment activity, levy information, general ledger balances, and distribution reports to ensure all distribution calculations are complete and accurate before funds are released.
  • Determines and applies appropriate cutoff dates for tax distributions in accordance with established procedures, operational requirements, and statutory deadlines.
  • Ensures distribution transactions are independently reviewed and balanced before ACH, wire, remittance, or other payment activity is released.
  • Prepares and distributes tax authority ledgers, remittance information, distribution reports, and other required supporting documentation.
  • Maintains distribution workpapers, calculation spreadsheets, reports, ledgers, and audit trails in approved electronic and physical recordkeeping locations.

 

Financial Reporting, Statutory Reporting, and Audit Support

  • Prepares collection summaries, distribution reports, account analyses, levy reports, trial balances, estimates, reconciliations, and other financial reports for County leadership, taxing authorities, Finance, the County Clerk, the County Appraiser, state agencies, auditors, and other authorized stakeholders.
  • Compiles and provides tax collection information for internal and external audit requests, including current and historical collection summaries and supporting documentation.

 

Tax System, Mapping, and Financial System Support

  • Reviews tax-system exception reports for unmapped agencies, incorrect attributes, missing setup, and other conditions that may affect distribution processing.
  • Performs other duties of a similar nature or level as assigned.

 

Minimum Qualifications: Three (3) years of experience in Finance, Business Administration, or a related field. Up to three years of experience (all) may be substituted with education that provides applicable knowledge and skills. One year of work experience in Customer Service, administrative services, or a related field.

 

Preferred Qualifications: Two (2) years of experience in governmental accounting and fiscal operations. Bachelor’s Degree from an Accredited College or University in Accounting or Finance.
