Ensures compliance with the National Flood Insurance Program through Federal, State and County regulation, education and enforcement. Ensures compliance with the adopted Sedgwick County zoning code and sign code. Assist in compliance with the Sedgwick County Sanitary Code, Domestic Water Well Code and Nuisance Code. Performs field inspections and issues applicable permits.

 

Ensures compliance with the National Flood Insurance Program through regulation, education and enforcement.

  • Issues permits for development in the community’s floodplain including the enforcement of the community Flood Damage Prevention Ordinance in Sedgwick County.
  • Maintains records system to ensure eligibility for FEMA’s NFIP and Community Rating System (CRS) including the maintenance of the Flood Insurance Rate Map (FIRM) files, the Sedgwick County floodplain management program, variances, FEMA map revisions (LOMC’s), elevation certificates, and the Community Floodplain Management Reference Library.
  • Leads the advisory and approval process of the Flood Insurance Rate Maps (FIRM’s), Standard Operating Procedures (SOP) for the overall Sedgwick County Floodplain Management Program and Flood Damage Prevention Ordinance.
  • Provides floodplain management guidance related to all of Sedgwick County’s drainage improvements, flood protection, floodplain management, flood mitigation projects, floodplain management studies, community assistance meetings, and program reviews

 

Ensures compliance with Sedgwick County adopted zoning and sign codes.

  • Investigates zoning complaints and enforces Sedgwick County’s adopted zoning code.
  • Investigates complaints concerning illegal or improperly located signs and issues permits for Sedgwick County’s adopted sign code.
  • Issues citations for non-compliance and is responsible for management of enforcement cases.

 

Works with members of the public to train and educate property owners on water quality protection.

  • Gives presentations to various organizations regarding floodplain, wastewater and well regulations.
  • Advises and assists with Sedgwick County policy and code compliance.
  • Teaches use of the Geographical Information System (GIS) for identifying flood plains and soil types.

 

Minimum Qualifications: An associate’s degree or a two-year technical/vocational degree in Natural Science, Environmental Science, or Public Health AND one year of floodplain management experience; OR three years of experience in water quality, zoning, and nuisance regulation;  OR three years of experience in building and trade code regulation and enforcement. Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance.

 

Preferred Qualifications: Four years of floodplain management experience and/or water quality/zoning/nuisance enforcement. Bachelor’s Degree in Engineering, Natural Science, Environmental or Public Health. FEMA Certified Floodplain Manager. ICC Zoning Certification
