Leads, manages, plans organizes, administers, and directs the activities and operations of the Sedgwick County Appraiser’s Office in compliance with County policies and applicable Kansas law, under the direction of the Director of the Property Valuation Division of the Kansas Department of Revenue and the Sedgwick County Board of County Commissioners serving and assisting the needs of the citizens and community.

 

Delivers quality public services through use of effective leadership, strategic planning, performance measures, teamwork, maximizing resources, innovative approaches and high professional standards.

 

Advises the County Commissioners and County Manager on matters pertaining to Property Appraisals.

  • Attends meetings of the Board of County Commissioners.
  • Responds to inquiries made by Commissioners and other county officials.
  • Works with the Sedgwick County Counselor’s Office in the selection and preparation of property tax cases appealed to the Kansas Board of Tax Appeals through the appellate process.
  • Makes presentations on a regular basis to various interest groups and presents testimony to legislators.

 

Leadership of the County Appraiser’s Office

  • Determines innovative methods to promote cross-functional teams and processes, which enhance service and are cost-effective.
  • Reviews departmental and office wide practices to ensure that continuous improvement in service occurs.
  • Reviews state, and local laws, guidelines policies, resolutions, and similar document for applicability and compliance; formulates policies and procedures for the County’s appraisal functions.
  • Formulates long-term goals; policies and procedures for the department; presents budget requests; exercises budgetary control over the operations of the department. Oversees the valuation and classification of property to ensure the burden of property tax is distributed equitably for property owners in Sedgwick County.

 

Technology

  • Defines innovative approaches to using technology for the delivery of public services which enhance productivity and accessibility.
  • Determines the valuation and classification of properties in accordance with Kansas laws, rules, and regulations governing the appraisal process.
  • Gathers and analyzes information and compiles reports for Property Valuation Department of Revenue, Federal Agencies, BoCC, and other County Officials and departments.
  • Maintains annual procedural and statistical compliance requirements for Kansas Department of Revenue Property Valuation Division and complies with applicable State Statutes as defined in Chapter 19, Article 4.

 

Minimum Qualifications: Qualified as a Kansas appraiser under KSA 19-430: Certified general real property appraiser pursuant to article 41 of chapter 58 of the Kansas Statutes Annotated and amendments, OR registered mass appraiser pursuant to rules and regulations adopted by the secretary of revenue, OR hold a valid residential evaluation specialist (RES) or certified assessment evaluation (CAE) designation from IAAO.

 

Preferred Qualifications: Five years of experience in a managerial/supervisory capacity. IAAO CAE designation preferred.
