Projects a positive and professional image of the Sedgwick County Appraiser’s Office to all customers through various modes of communication. Provides clear and accurate information and assistance to all internal and external customers, regarding all aspects of the Sedgwick County Appraiser’s Office processes, procedures, and data. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice (USPAP).
Provide Customer Service.
- Provide information orally, written, and in person.
- Respond factually and efficiently to the needs of the customers.
- Assist property owners and/or their representatives with preparation of information for the appeals process.
- Work with departments/divisions to reconcile any changes, questions, inequities, and production needs.
- Assist with Individual Personal Property Accounts; Business Property Accounts; Appraised Valuation Appeal Forms and Real Estate Accounts.
- Research and prepare Change Orders for Personal Property Accounts and Real Estate Accounts.
- Assist with research of property valuation history and navigation of the Appraiser’s Office website.
Tax Exemptions and Grievances.
- Assist organizations and customers with completing the necessary paperwork for consideration of exemption from ad valorem taxation.
- Provide information from Board of Tax Appeals (BOTA) relating to tax exemptions.
- Enter and update exemption application information into the Exemption Database.
- Prepare exemption applications for field inspection.
- Process BOTA Orders.
- Make necessary changes in Orion and Aumentum System.
- Reduce or remove penalties based on PVD directives and guidelines, office policies and procedures.
- Pro-rate or remove taxable value based on PVD directives and guidelines, office policies and procedures.
- Assist and process tax grievance applications.
Annual valuation and asset maintenance.
- Research and prepare Change Orders for Tangible Individual Personal Property Accounts, Tangible Business Property Accounts, and Real Estate Accounts.
- Discover, list, and value personal and business property assets.
- Research and correct discrepancies.
Minimum Qualifications: High school diploma or equivalent. One year of customer service experience in a professional office setting or administrative support. Must successfully pass the following courses within three years of hire date: International Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Kansas Personal Property Valuation and Assessment, Orion Introduction and Overview of Basic Functionality.
Preferred Qualifications: Two years of mass appraisal experience. Associate’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Have one or more of the following professional designations: Registered Mass Appraiser (RMA), Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), or Assessment Administration Specialist (AAS).
