This position performs administrative and professional accounting work by monitoring grant programs, and creating and updating Finance policy and procedures. This role will also assist the Revenue Manager with the Cost Allocation Plan, the Annual Comprehensive Financial Report, grant reporting, and monthly reconciliation of grant accounts.

 

Assist Revenue Manager with oversight of the grants program.

  • Document processes, procedures, and grant requirements for all Sedgwick County grants.
  • Update processes, procedures, and grant requirements as new grants are added or changes are made to existing grants.
  • Meet with department managers to acquire thorough knowledge of each County grant program and document operational procedures.
  • Develop and maintain a grants listing and calendar for all County grants that provides deadlines for reporting and other contractual items related to grant revenue.
  • Document long-term grant award restrictions or covenants.
  • Update the County website for grant awards on a quarterly basis. Ensure the webpage is user friendly, easy to view, and has accurate and timely information.
  • Attend grant training in compliance with best practices and auditor/supervisor recommendations.
  • Assist Departments with OnBase routing of grant agreements.

 

Perform professional accounting work for grants

  • Ensure compliance with accounting principles and procedures as set forth by the Government Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).
  • Ensure compliance with cost principles as set forth by 2 CFR 200-Uniform administrative requirements, cost principles, and audit requirements for federal awards.
  • Review grants monthly for analysis of revenues and expenditures, investigation of irregularities, and needed adjustments.
  • Make necessary closing entries for monthly, quarterly and yearly financial reporting.
  • Analyze financial information to identify trends, variances or unusual balances.
  • Prepare financial documents as part of the Annual Comprehensive Financial Report.

 

Administer the Cost Allocation Plan

  • Act as primary contact with consultant that prepares Cost Allocation Plan.
  • Provide expenditure and allocation data annually to Consultant.
  • Lead the RFP process for Accounting when new consultant is selected.
  • Develop & document procedures for implementing the County’s cost allocation plan.
  • Update procedures as needed.
  • Ensure indirect costs are implemented uniformly & accurately.

 

Minimum Qualifications: Bachelor’s degree from an accredited college or university in Accounting, Finance, public administration, or a related field. One year of experience in finance, Public Administration, or a related field.  Intermediate excel skills.  Experience preparing and analyzing financial or grant reports.

 

Preferred Qualifications: Three years of experience in Finance, Public Administration, or a related field.  Experience with SAP or other accounting software.  Advanced excel skills. Bachelor’s or Master’s degree from an accredited college or university in Accounting, Finance or Public Administration.
