This position provides support to the Splits, Plats, and Combinations of Real Property processes of the Sedgwick County Appraiser’s Office. Assists with the legal research of all sales of real property in Sedgwick County in a clear, consistent, and professional manner. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice (USPAP).

 

Maintains boundary changes.

  • Use implemented application to determine records that need to be worked.
  • Confirm correct assignment of the Kansas Uniform Parcel Identification Number (KUPIN).
  • Confirm legal description is correct on deed.
  • Verify parcel location from legal description and Geographic Information System (GIS) information and determine location of all improvements listed.
  • Perform updates to appraisal data for all records involved for appropriate tax year, including classification, land use, images, and sketches.
  • Prepare and/or assemble digital documents for review and valuation by appraisers.
  • Allocate assessed value and updates land use and living units accordingly on all records having boundary changes and documents the allocation on approved form.

 

Sales Legal Research

  • Provide the sales legal research to assure the sale is documented on the correct parcel or set of parcels.
  • Perform the entry for sales legal research.
  • Perform self-quality control checks on sales legal research and entry.
  • Extract out required documents recorded with the Register of Deeds to start the creation of the sales record.
  • Document specific information on the sales record documents.
  • Collate additional documents out of the Orion database after sales legal research entry into the Orion sales record is completed.

 

Data Management.

  • Provide assistance to Land Modelers on data queries.
  • Provide assistance to the Land Records Appraiser on review and maintenance of Ag Land and Ag Land GIS layers.
  • Provide assistance with other land related documents, queries, and reports.

 

Minimum Qualifications: High school diploma or equivalent. Two years of real estate document management, customer service in a real estate office, appraisal experience, or data management or analysis – OR – One year mass appraisal experience in administrative support in the Sedgwick County Appraiser’s Office. Must successfully pass the following courses within three years of hire date: International Association of Assessing Officers (IAAO) Course 101 - Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Orion Introduction and Overview of Basic Functionality

 

Preferred Qualifications: Three years’ experience in mass appraisal. Bachelor’s Degree from an accredited college or university in Business or Public Administration, Accounting, Economics, Computer Science or Real Estate.  Have one or more of the following professional designations: Registered Mass Appraiser (RMA), Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), or Assessment Administration Specialist (AAS).
