This position assists the MABCD Director with development, implementation, and management of department-wide policies and programs, including trend analysis and statistical reporting. Serves as department’s main point-of-contact for annual budget development and execution; hiring of new employees (both Sedgwick County and City of Wichita); departmental legislative actions (to include both local and state-level actions); records management and retention; and public records request management. Oversees accounts payable clerks. Consults on process improvements for office policies, procedures, and workflows. Provides annual and ad hoc statistical reports and Key Performance Indicators (KPIs) as requested. Responsible for turnkey special project completion as assigned by the MABCD Director.
Department Budget and Expenditures.
- Participate in budgeting process and assist with Sedgwick County and City of Wichita budget input and development: including trend analysis, budgeting, and decision package recommendations, program option preparation, and input/processing of annual budgeting requests.
- Prepare for and attend/present budget recommendations at County Commission, City Council, County Manager and City Manager budget hearings and public hearings as required.
- Oversee and advise on annual expenses and budget execution, including authorizing expenses and making adjustments in both County and City of Wichita (CoW) financial systems.
- Oversee two accounts payable clerk positions, including coaching, goals, and discipline as needed.
- Provide quarterly expenditure reports to various divisions and sections within MABCD.
- Monitor spending throughout the year to ensure departmental spending is within budget and as forecasted; seek solutions to issues where budgeted expenditures, based on forecasting, do not meet current expenditure needs. Liaison with County and CoW Finance Departments for budget adjustments.
Human Resources Liaison for MABCD’s Sedgwick County and City of Wichita positions.
- Serve as policy and systems liaison for County and CoW HR programs.
- In conjunction with a position’s hiring manager, review and revise job descriptions as needed. Manage department positions and personnel actions in County and City software systems.
- Oversee position posting, recruiting, applicant screening, and interview preparation for both Sedgwick County and City of Wichita positions.
- Work with Human Resources and hiring managers to ensure the hiring process proceeds in a timely and efficient manner.
Program and Project Management for Sedgwick County.
- Oversee input and coordination of department’s local legislative items to both County and CoW Agenda Management Programs; assist Department Director with required coordination actions.
- Assist department director with identifying, coordinating, and presenting state-level legislative actions.
- Oversee the review and response to the Kansas Open Records Act requests received by MABCD, for both Sedgwick County and City of Wichita records. Coordinate complex requests with applicable County and CoW agencies, to include coordination and approval with County and CoW Legal Departments.
- Ensure administrative goals and targets are established and reached; assists in goal-setting as needed.
- Analyze, map, implement, monitor, and fine-tune operations/workflows, policies, and procedures.
Minimum Qualifications: Five years of experience in business, finance, accounting, management, or a related field. Up to four years of experience may be substituted with education that provides applicable knowledge and skills.
Preferred Qualifications: Five years of supervisory experience or office management experience. Bachelor’s degree in a Financial-related field, Business Administration or Public Administration.
