Provides personnel management for Division of Public Services (DPS) which includes COMCARE, Aging & Disability Services, and Health Department. This is a mid-level, fast-paced position that requires critical thinking skills, ability to think through the consequences of a decision, and the ability to articulate well verbally and in written form. Additionally, this position works with sensitive information and must maintain confidentiality. Must be a team player. This position works closely with DPS supervisors and leadership, as well as Sedgwick County’s Human Resources (HR), Risk Management, and Payroll Departments. Works with Sedgwick County Legal Department for HR issues.
Direct Supervision of Staff
- Provide training, leadership, and coaching to staff
- Evaluate staff through performance goals and competencies
- Assign, check, and approve work of staff
- Conduct interviews for vacant positions supervised and make hiring recommendations
- Approve staff time and leave requests
- Delegate responsibility effectively
- Provide backup coverage for positions supervised
Personnel Tracking, Reporting, and Operational Support
- Track, compile, and prepare reports related to recruitment, staff turnover, hiring activity, Family Medical Leave(FML) usage, leave time, and other personnel metrics
- Administer surveys with exiting employees; provide summary reports to identify trends and other various aspects including problem areas and make recommendations
- Monitor initial probationary periods and ensure required documentation is completed on time
- Coordinate salary exception requests by confirming calculation accuracy, completing required documentation, and routing the request through the full approval workflow
Personnel Support, Workflow Coordination, and HR Process Execution
- Coach supervisors through complex personnel issues; escalating complex issues to leadership and Sedgwick County HR as needed
- Serve as a central resource for DPS supervisors for personnel questions and policy interpretation
- Draft disciplinary documentation for DPS departments and route through the approval chain, incorporating feedback. Deliver disciplinary action as directed
- Perform liaison work between the programs and other Sedgwick County departments
- Backup liaison for ADA and work-comp processes by coordinating documentation and communication
- Point of contact for FML approvals from HR on DPS staff
- Assist with the development and facilitation of trainings for staff and supervisors as assigned
- Develop employee retention strategies
Minimum Qualifications: Three (3) years of supervisory experience, including formal experience administering performance evaluations, documenting performance concerns, and delivering disciplinary actions. Bachelor’s degree from an accredited college in Business or Public Administration, Human Resources, or a related field. Applicable experience may be substituted for education on a year-for-year basis. Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must have access to personal passenger vehicle to complete the driving duties of the position. Meet the specifications as outlined in the CMHC, CCBHC, and CIC licensing standards and pass KBI, DCF child abuse check, DCF adult abuse registry, KDADS Nurse Aide and Criminal Record check, National Sex Offender Registry check, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE.
Preferred Qualifications: Master’s degree from an accredited college in related field. Three (3) years of experience in a Human Resource setting. Five (5) years of supervisory experience. SHRM-CP, PHR, or IPMA-CP.
