Responsible for managing the Register of Deeds Veteran and Military Discount Program and Passport Program, including staff training and development, this position leads projects, plans, and strategies that advance departmental goals while relieving senior management of routine administrative tasks. It also serves as a liaison to local businesses for program partnerships and acts in a backup supervisory capacity for Customer Operations and E-Recording. Essential skills include strong communication, customer service, and public outreach abilities; proven leadership and organizational skills for supervising staff and multiple programs; attention to detail; proficiency with office technology; and the ability to handle confidential information with integrity and adaptability in a dynamic public service environment.
Program Planning & Operations Veteran and Military Discount Program
- Secure materials and data for use in preparation of reports and presentations for the program
- Prepare and process supply orders for the Military Discount and Passport programs
- Act as the point of contact to supervisor staff on all functions on-site or at off-site events
- Maintain the Military Discount and Passport materials and update all records related to these programs
- Conduct quality assurance checks of administrative functions
- Develop a proactive strategy to obtain customer satisfaction for the program
- Implement plans to advance and broaden the awareness of the Veteran and Military Discount Program
- Plan, develop, and organize to engage the community related to the services the Register of Deeds offers
- Plan and implement off-site events including set up of equipment, supplies needed for events, training staff on specific tasks for upcoming events, scheduling staff needed for event, and providing additional information pertinent to the event
Passport Program
- Serve as the point of contact for the US Department of State for Passport Acceptance Facility communications
- Retain accurate and up-to-date paperwork for Passport Acceptance Agents and facility information
- Provide training to staff on processing passport application paperwork
- Review and communicate competency evaluations to supervisor staff
- Compile program data for supervisor staff
- Create and update daily scheduling related to passport appointments
Backup Supervisory Support
- Serve as a backup supervisor for customer service and e-recording operations during absences, high-volume periods, or as needed
- Assist with supervising, scheduling, and providing guidance to staff engaged in front counter and e-recording functions
- Support process improvements, quality checks, audits, and compliance initiatives in customer-facing and e-recording activities
- Attend staff meetings, communicate updates, and reinforce office standards and procedures
- Provide coaching, documentation, and support for staff performance and training needs as required
Minimum Qualifications: High school diploma or equivalent. At least three (3) years of progressively responsible clerical or administrative experience, including direct experience in customer service or community outreach/engagement settings. At least one (1) year of supervisory experience, including responsibility for directing, training, or evaluating staff.
Preferred Qualifications More than four (4) years of administrative, customer service, or community outreach/engagement experience in a public sector, nonprofit, or related environment. Associate’s degree or higher from an accredited college or university in business administration, public administration, or a related field. Additional coursework or certification in office management, bookkeeping, Microsoft Office Suite, or related business subjects.
