The Senior Personal Property Appraiser is responsible for discovery, listing, and valuation of personal property accounts in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice (USPAP).

 

Annual valuation and asset maintenance.

  • Research, analyze, and interpret personal property, including Commercial and Industrial Machinery and Equipment (CIME), trucks/trailers, watercraft, and leased equipment as required by Kansas law.
  • Conduct research to correct problems with property owner renditions.
  • Value existing Personal Property and discovers, and list and value new personal property for current and future years using mass appraisal tools and techniques.
  • Value Oil & Gas renditions for current and prior years using mass appraisal tools and techniques.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.
  • Follow and comply with the annual PVD Personal Property and Oil & Gas Valuation Guides.

 

Annual property appeals.

  • Conduct appeal hearings by defending values as established in the PVD Personal Property Guidelines.
  • Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals.  
  • Process results, change orders, and make valuation adjustments for previous years if needed.
  • Be able to fully explain property values and appraisal process to property owners and/or their representatives.
  • Conduct Board of Tax Appeal Hearings both Small Claims and Regular Division when needed.

 

Customer Service

  • Communicate verbally and in writing with property owners and/or their representatives, other jurisdictions, and internal county offices to answer inquiries.
  • Provide information to property owners and/or their representatives per the Kansas Open Records Act and PVD Guidelines.
  • Monitor and respond to emails received through the divisional email account in a timely manner.
  • Assist property owners in person with any personal property questions as needed at the front desk.

 

Minimum Qualifications:High school diploma or equivalent. Two years’ experience in mass appraisal. Has successfully completed the following courses: International Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal - IAAO Course 102 Income Approach to Valuation - Personal Property and Assessment. 

Must successfully pass the following courses within three years of hire date.

  • IAAO Course 300 Fundamentals of Mass Appraisal
  • Uniform Standards of Professional Appraisal Practice (USPAP)
  • Kansas Property Tax Law
  • Orion Introduction and Review of Basic Functionality
  • Oil and Gas Introductory Level Course
  • Oil and Gas Advanced Level Course

Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

 

Preferred Qualifications: Bachelor’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Three years of personal property mass appraisal experience. At least one mass appraisal designation: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), Mass Appraisal Specialist (MAS), or Registered Mass Appraiser (RMA) required.
